The comments made me a bit alarmed however, and I wanted to clear up a misconception. My comment in the post was too late to do so, unfortunately.

Collection Planning does NOT refer to collection of craft.

It is a term of art within the intelligence community, and has to do with planning the collection of intelligence/sensor data.

What this means: the meeting of the 5 eyes included discussion of how to best task their combined assets/sensors (aircraft and ships) for detection and characterization. NOT retrieval.
