So… it’s unlikely to be permanent blindness, just temporary eye pain. I feel pretty OK at laughing at them for that.

It does not sound like a quick flash of an ARC or TIG welder. There is also a broad range of medium to long term effects that aren’t just temporary inconvenience, and permanent blindness.
