I could see the right side being the standalone 隹 but the left side looks too much drawn like a left radical to be on its own, especially since you didn’t find any meaning with those 2 characters separated.

Dunno, I only speak (some) Japanese, but this character only gets used in Chinese (the Japanese verion of chicken is 鶏). I know how to look up characters in Chinese but that’s it. Could check the Chinese or language learning communities here but they seem pretty dead. Might have to go back to reddit

I think it’s trying to say when life gives you lemons make lemonade, or perhaps a slightly more positive version: life brings you lemons when making lemonade. I think there’s a 生 under her hair and the bottom stroke on the left 日 is missing from 時
