I would recommend C for the simplicity. You’ll get familiar with the nitty gritties of a relatively featureless programming language. Which will let you view other languages and their tools with more nuance. But it all depends on what you want to do with it, want to program an MCU like Arduino or learn linux? C is perfect. If you want to build something with graphical interfaces like websites or GUI apps, I would suggest something else but C is still a good place to get started.

Computer is a stretch. It’s usually called a microcontroller or system on a chip. It works off 1.8V input voltage and so will run off a USB supply. Raspberry pi which is a computer is called System on a board.
Idk about other countries. But in India, SMS is pretty big for businesses to send updates to the customers. Like 2FA for bank transactions, delivery tracking, govt alerts etc. Customer to customer is almost nil except on rare occasions when maybe the internet is down and you need to send an urgent text.
And I should mention that domestic SMS is free (included with any active cellular plan)
